Parent Plan
This plan has been developed to encourage and help parents stay involved in their children’s education.
The purpose of the Parent Involvement Plan is:
1. To provide parents with information on Title I and what to expect from Title I services.
2. To offer parent opportunities to gain knowledge and understanding of how to give additional support to their children.
Parents are invited to become a member of the Parent Involvement Committee. This committee will annually review the Parent Involvement Plan to update and make changes as needed or
requested by parents. Contact Joanne Blake, Unique Learners Coordinator, for further information.
Title I Program
Students whose skills are not at grade level in reading (grades K-6) and/or math (grades 1-3) may participate in Title I.
Title I services are offered to students in grades K-6.
Title I funding pays for materials and the salaries of the Title I staff.
Assessment
Assessment tools are used to measure the progress of students serviced in Title I Reading or Math. The assessment tools which are offered at each grade level include:

Title I Program
Students whose skills are not at grade level in reading (grades K-6) and/or math (grades 1-3) may participate in Title I.
Title I services are offered to students in grades K-6.
- Priority is placed on the primary grades, this includes Title I staff and materials in reading and math, as a preventive measure to ensure a high majority of students be at grade level by third grade.
- Title I services in reading continues in grades four, five, and six
Title I funding pays for materials and the salaries of the Title I staff.
- Reading Mastery (RM) reading curriculum has been implemented because it is research based. This curriculum is offered to all students in Kindergarten and first grade; while beyond these grades it is only offered to the lower performing reading students. Title I funds the RM materials used with the students receiving Title I services.
- Currently there are thirteen qualified paraprofessionals, funded by Title I, who provide instructional support, monitor progress, and conduct interventions for reading and math.
- Carolyn Clark, Reading Mastery Reading Consultant, is the lead Title I Teacher. Her job includes reviewing data on RM reading groups and students, scheduling reading placement tests, and offering instructional support to DI staff.
- Additional reading teachers are also supported by Title I funds. With the additional teachers more reading groups can be offered, reducing the number of students per reading class. The reduced class size allows an increase in individual response, practice and review.
Assessment
Assessment tools are used to measure the progress of students serviced in Title I Reading or Math. The assessment tools which are offered at each grade level include:
- K Letter Sound Fluency, Phonemic Awareness Accuracy, Nonsense Word Fluency, Early Numeracy (4 assessments)
- 1 Phonemic Awareness Accuracy, Nonsense Word Fluency, Oral Reading Fluency, Quantity Discrimination Early Numeracy, Written Expression, Math Facts
- 2-5 Oral Reading Fluency, Written Expression, Math Facts, Math Concepts & Applications
- 6 Oral Reading Fluency, Reading Maze, Written Expression, Math Facts, Math Concepts & Applications
- Reading and Math MAP (Measurement of Academic Progress) scores are also part of the data reviewed for students to be identified for Title I services. The scores are available in the fall and spring.
- Target RIT scores (achievement scores) for each grade level and growth scores (result from subtracting the fall RIT score from the spring RIT score) are both important for consideration of academic Title I Services
Title I Services
Title I provides multiple opportunities to learn about the Title I program.
- Teachers send a “Get to Know Title I” invitation during first quarter conferences. The invite is offered to families new to the program or for families who wish to receive an update on the Title I program or services.
- Copies of the Parent Involvement Plan will be available at the fall parent/teacher conferences.
- All Title I events are on the school website and in the elementary office throughout the year.

- Communication begins at Back-to-School Open House to be held on Wednesday, August 28 from 4:308:00 pm. Carolyn Clark, reading consultant and Title I Lead Teacher, is available to discuss the reading program for Title I.
- Title I staff teachers are available during parent/teacher conferences to share data and join the conversations about the children’s progress.
- Parents can meet with teachers for an additional conference in the spring. Notices will be sent out in the school and/or classroom newsletters regarding the conference opportunity.
- AimsWeb Progress Monitoring results, in chart format, are sent with the report cards. Monitoring, using oral reading fluency or math facts are typical assessments that are used.
- A Parent/Student/School compact will be sent home in the fall or discussed at the parent/teacher conference. This compact shares the roles and responsibilities of the parent, student, and school in an effort to ensure academic student success.
- Assessment results are provided to show individual student’s performance level in reading and/or math compared to the target performance score for students at the grade level. The scores from the norming assessments; scheduled three times per year during September, January and May; are recorded on the quarter report cards.
- A fluency flier that explains what fluency is and the goal for students at each grade level will be available at the fall parent/teacher conference.
- Parents can request that data be sent more frequently than mid-quarter or end of quarter report cards in the areas of reading and or math.
Parent Opportunities
Title I provides parent opportunities to learn how to help their children at home.

- Thursday, April 3, 2014 Topic: Family Math 7-8 pm Elem. Media Center
- Classroom teachers and the Title I teachers encourage parents to contact them with concerns or questions to better help their children.
- Sumdog and Odyssey, math and reading web-based programs can be accessed at home. Parents can request training on how to use the program by contacting the Unique Learner Coordinator.
- Open Media is offered after school until 5:00, twice a month. Dates and times will be on the calendar on the Media Center’s webpage. Students are welcome to play Sumdog, Fasttmath, or Odyssey to increase their skill level in math or reading. They may also have opportunities to play other computer games too. Parents should send a note with their child indicating that they have permission to attend the open media sessions or send an e-mail to Ms. Lundholm ([email protected])
- The Parent/Student/School Compact highlights the responsibilities of the school as well as the parent responsibilities in supporting the progress of the child. The document stresses that academic success needs the support of all parties. This document will be reviewed annually - comments are welcomed.
Title I Program Evaluation
Title I provides opportunities for feedback from parents on how well the program is increasing their child’s academic progress.

- Conferences are held in November both during the day and during the evening to accommodate work
- A survey, offered alternate years in the spring, seeks input on parent satisfaction with the Title I program being offered at Pine City Elementary. Results from the 2012 survey are available. Contact Joanne Blake
- Opportunities for feedback/evaluation after each of the parent sessions are provided to address the helpfulness of the session, plus additional comments or concerns.
- Parents are always encouraged to contact classroom or support teachers with comments and/or concerns.
